Java culture order in correlation with public participation in the regulation formation process of semarang city in Indonesia

Abstract
Public participation in the formation of local regulations is a form of democracy that could be described as a symptom of laws addressed differently by the public in accordance with the characteristics of the culture. It is In fact, that public participation in the regulations formation process in Indonesia is still very low, for example it can be seen in areas inhabited by the people of Java. Javanese culture with many elements in it has formed the Javanese society into a society that emphasizes manners, politeness and also communicate very strict ethics. As its closely tied to their habit of life. It is undeniably affect the public participation in the regulation formation process. This study aim is to find that where as a sample, Semarang City was chosen as it is one city where many Javanese people live. The study shows that the Javan Culture and the citizen’s participation in the regulation formation process of Semarang city correlates to each other where it became one of the factors that affect the level of public participation in the regulations formation process which shows that its still very low.
