This study analyzes the implementation of Malang City's Community-Based Waste Management Program under Regional Regulation No. 7 of 2021. Using a qualitative descriptive design, data were collected via interviews, observation, and documentation at the Environmental Agency, waste banks, and TPS3R facilities. Policy implementation was assessed using George C. Edward III's model, which comprises communication, resources, disposition, and bureaucratic structure.  The results indicate that implementation has generally proceeded well. The program is supported by a strong regulatory foundation, local government commitment, active socialization, and dedicated implementers. However, several inhibiting factors persist. These include the uneven distribution of waste management facilities across districts, limited human resources, and low community awareness regarding source-level waste sorting. Additionally, cross-sectoral coordination still requires strengthening.  The study concludes that while Malang City's waste management policy possesses a robust institutional and regulatory foundation, its full effectiveness depends on achieving more equitable facility distribution and consistent behavioral changes within the community.
