Abstract
This article examines people-to-people
diplomacy in Ho Chi Minh City during Doi Moi and international integration from
1986 to 2026. Drawing on an overview of the Communist Party of Vietnam’s
policies on people-to-people diplomacy and the city’s development context, it
traces the formation, expansion, and transformation of these activities through
three stages: Doi Moi and the effort to overcome international isolation and the
embargo; regional and international integration; and post-pandemic adaptation accompanied
by deeper local-level integration. The article highlights the roles of the Ho
Chi Minh City Union of Friendship Organizations, friendship associations,
social organizations, educational institutions, and local communities in strengthening
international friendship, mobilizing external resources, promoting cultural exchange,
and contributing to socio-economic development. It thereby identifies the
principal characteristics, roles, and lessons of Ho Chi Minh City’s
people-to-people diplomacy in the context of deepening international
integration.
